Heriberto Quispe Charca

He is Bolivian of parents from the Ingavi Province and raised in the Caranavi Province, born in March 1971.
EDUCATION
His primary studies were carried out in the Community of Villa Rosario and Bolinda, and his secondary studies at the John F. Kennedy School and he completed his Baccalaureate with a scholarship at the “Libertad” School of the Caranavi Province of the Department of La Paz.
In 1992 he began his higher academic studies at the Faculty of Economics of the Bolivian Catholic University. In 1993 he managed to be awarded a scholarship to the People’s Republic of China, and was admitted to “Zhejiang Agricultural University” in Hangzhou city.
On July 15, 1998, the Zhejiang Agricultural University of the People’s Republic of China awarded the academic title of “Bachelor of Agronomy”.
In May 1998, the State Commission for Chinese Language Qualification of the Government of the People’s Republic of China awarded the highest High Level Chinese Language (HSK) recognition, equivalent to the TOEFL of International English.
In 2010, he obtained a Diploma in Regional Economic Development, awarded by the Tsinghua University of the People’s Republic of China-Beijing.
In 2011, he obtained another Diploma in Business Innovations, a distinction that was awarded by the Tsinghua University of the People’s Republic of China.-Beijing.
He followed a Specialization Course in Investment Project Management, organized by the National Development and Reform Commission of the Government of the People’s Republic of China, Beijing, in August, 2009.

WORK RECORD AND INTERNATIONAL EXPERIENCES
Initially, I worked in the Non-Governmental Organization Taller de Historia Horal Andina (THOA), carrying out support and training work for the rural communities and municipalities of La Paz and Oruro. In 2001 I continued my work at the Institution “International Compassion”, carrying out administration, management, monitoring and evaluation of educational and agro-industrial projects with the message of peace and harmony.
In 2002 I started a stage of my labor development with the Chinese cooperation in Bolivia in the implementation of the forestry project with “Espina de Mar”, doing parallel work in the Armed Forces and municipalities. In 2004, after having achieved successful results with the objectives of the Chinese missions in Bolivia, he was invited to perform functions in the Economic and Commercial Office of the Embassy of the People’s Republic of China in La Paz.
In May 2007, he was invited to form part of the Bolivian Embassy in the People’s Republic of China, being appointed as Second Secretary and Consular Officer “Consul” of the Bolivian Embassy in the People’s Republic of China.
In March 2009, by provisions of the Ministry of Foreign Affairs of Bolivia, he was promoted to First Secretary of the Embassy of Bolivia in the People’s Republic of China.
In October 2010, through Ministerial Resolution No.647-2010 of the Ministry of Foreign Affairs of the Plurinational State of Bolivia, he was appointed as the Third Commissioner General of the Bolivia Section at the 2010 Shanghai World Fair. On that occasion, he collaborated with the Bolivian Government to clean up the corruption caused by the former leaders of the Bolivian Pavilion at the Shanghai Fair. For this work, he was congratulated by the Chinese and Bolivian authorities.
During the 2012-2014 negotiations, not being in public functions in any government department, support was given to the producers of Quinoa and Coffee from Bolivia, managing to export the First Container of Quinoa and Coffee to the People’s Republic of China, the same carried out in 2014 management (Source: AQSIQ Records of China, SENASAG and Bolivian Customs).
In 2015, he was invited to collaborate in the Department of International Relations of the Interior of the Department of La Paz.
Because of the academic record and the experiences acquired with China, in December 2015 he was invited to assume the functions of Ambassador Plenipotentiary and Extraordinary of Bolivia to the People’s Republic of China.
The Bolivian Foreign Ministry collaborated in organizing the Bolivian Pavilion at the First International Import Exhibition of China (CIIE), held from November 05 to 10, 2018. Products for export to China were promoted.
Main promoter of the Export Protocols for Quinoa, Coffee, Soy and Beef to the People’s Republic of China; Collaboration was made in opening the Chinese market for Chestnut, Sesame and Singani Tarijeño products, and it helped to direct other export protocols for Bolivian products that are in the process of being processed, such as Lemon, Chia, Sultana, Milk in dust, beef, pork, sorghum and chicken industries. Prospects for future exports to China are such as mate coca, manzanilla, matico, yervaluisa, tomé, cedrón, amaranth, orange peel and citrus, peanuts, linasa and according to the prioritization of exportable products by each department of Bolivia.
He published books and magazines in Chinese and Spanish on International Politics, as well as the “Foreign Investor’s Manual”, Investment Strategies in Bolivia, Foreign to Beijing-China Economic Development, Conserving the Environment with Espina de Mar and Bolivian Guide -China Economic Development.
